| Presentation to Barrett Commission |
|
| Toward the end of 1999, ASTTBC made another brief to the Barrett Commission. The government has taken a number of steps to avoid a repeat of the 'Leaky Condo' fiasco. Builder certification and a mandatory warranty program are now in place. The province is working toward a uniform Building Code. Some steps have been taken to address building envelope design and inspection. ASTTBC believes that ASTTBC and its members have a legitimate and important role to play in the construction process, from design to occupancy and that this expertise should be utilized to its full potential. |

All participants in the construction system must have the knowledge, skills and abilities to carry out their roles. |
|
|
|
|
Roles and responsibilities must be clear, realistic, practical and equitable. |
|
|
|
|
The ASTTBC Registered Builder Designer (RBD) and Certified Residential Designer (CRD) should be recognized in the BC Building Code and the Architects Act. |
|
|
|
|
The Architects Act should be amended to remove those exemptions which allow any person to design buildings of a significant size and public use. The Architects Act must also provide an exemption for ASTTBC certified designers to undertake work for which they are qualified. |

|
|
The Building Envelope Professional program, currently administered by APEGBC and AIBC, should include ASTTBC. |
|
|
|
|
A program similar to the 'Certified Professional' program should be established for those doing Part 9 design and this should include ASTTBC certified practitioners. |

Pre-purchase home and building inspections should be carried out by a qualified practitioner including those with the ASTTBC Certified Property Inspector (CPI) and Certified House Inspector (CHI) designations. |
|
|
|
|
Those involved in design, review and inspection should carry errors and omissions insurance. |
|
|
|
|
ASTTBC should have representation on the Homeowner Protection Office Provincial Advisory Council. |
